Judy Ross' Urban Family Home — House Tour

Location: Union Square, Manhattan, New York
Size: 600 square foot, 2-bedroom rental
Years Lived In: 13 years

As a native New Yorker, I think it's ok for me to say that only another native New Yorker could pull off what Judy Ross has with such aplomb. Judy, pillow, fabric, and rug designer extraordinaire, grew up in Queens and thrives with her two boys, aged 10 and 16, in a beautifully arranged, crisply curated, and well maintained 600 square foot, 2 bedroom apartment in the heart of Manhattan.

White walls are usually the default in a rental, but Judy embraces them as just the right canvas for her hand-embroidered pillows and colorful rugs. Her art is incredible, and while there's a lot of it, it does not not overwhelm the space.

Having great views and direct visual access to the building's common garden/outdoor space helps expand the apartment and provide a lot of natural light. Choosing a lighting fixture the length of the living room instead of multiple lamps also helps to create a sense of openness, as well as free up valuable floor space.

Each piece of furniture seems to work perfectly for its location. While there is no hiding the limited space available to Judy and her two sons, she has done everything in her power to make this small rental into a place everyone would want to be.

Apartment Therapy Survey:

Style: I would say I enjoy midcentury modern.

Inspiration: I think it comes from growing up in a household in the 60's, full of beautifully designed objects and furniture by the greats -- Knoll, Raymond Loewy, Thonet, and Charles and Ray Eames. My parents had great taste in their clothes and their home, and this attribute was passed on to me.

Favorite Element: I have a great view of the city skyline from all of my windows. At sunset, I see beautiful silhouettes of the neighboring building's water towers against the clouds and the changing colors of the sky.

Biggest Challenge: Making a small space feel big for my two sons and I to live in. (And where to put all the rugby and soccer balls!)

What Friends Say: They love the personality of my home and all the textiles throughout. My apartment is very rich in the history of my life.

Biggest Embarrassment:: My 11th floor living room window has a great view of the New York skyline and the building's rooftop terrace on the 10th floor -- which has a wonderful large expanse of grass, flowers, trees, deck chairs and barbeque grills. Sometimes, I walk around my apartment in my lingerie and fail to notice that there are people on the terrace who can see in!

Proudest DIY: I had a friend, Ken Forman, design my bedroom, and we created a series of panels that slide across a track and diffuse the light coming in. I designed one of the panels with a drawing which was hand embroidered by my artisans in India on a sheer silk. The design, "Swim," has a lot of movement in its motif. I get lost in admiring it when the light shines through.

Biggest Indulgence: The Resource Furniture Lollisoft bed. It was the perfect way to get more space in the boys' room and give them some privacy when they sleep. The bunk beds close up like a Murphy bed into a box that measures only 12 feet from the wall and 7.5 feet long. When the bottom bed is pulled up, there is a table -- 7' x 36" -- which, when opened, serves as a great 'homework desk.' There is also a nice hidden shelf above the top bed to put books, alarm clocks and family pictures! And best of all... the top of the unit acts as a great shelf to display all the rugby, basketball and soccer balls!

Best Advice: If you do not have any overhead lighting in your home, I suggest getting Paul Rudolph's Quadron chandelier. It is a thin white lacquer square tube that contains halogen lights and hangs by a thin metal cable. It is a beautiful way to light your home. Putting it on a dimmer allows for great mood lighting when needed! Overhead lighting is very harsh, and this lighting unit reflects up to the ceiling to give off light. It can come from one electrical feed far to one end of the room and provide lighting. This is far cleaner and more elegant than having to have lamps all over the house. I have my unit hung across the length of the living room, extending from the entrance hall. It does the work of many lamps and lights the whole room from one switch.

House of the Day: Colorful Key West Cottage Relisted on New Year's Day

How Does the Fed Help My House, My Mortgage?

For those of you who expected to wake up to a 30-year fixed rate mortgage below 3 percent, you may as well go back to sleep.

Yes, rates moved down, 0.125 percent, according to several sources, but that was not as low as some had predicted. Remember, we hit the low of 3.49 percent in July, but then we jumped back into the mid to high threes. (Read More: Fed Pulls Trigger, to Buy Mortgages in Effort to Lower Rates.)

“Short term, people who are thinking about moving really need to lock in,” says Craig Strent of Maryland-based Apex Home Loans. He is concerned that the strong consumer sentiment number that came in today could cause the Federal Reserve to pull back on its buying in the future. “When this thing turns, it’s going to be fast. Just pulling back a little sends a message,” adds Strent.

But others argue that the housing market is still on such shaky ground that that’s unlikely to happen. Mortgage applications to purchase a home have declined five of the last six months, according to Diane Swonk of Mesirow Financial.

“I think that this will be a trillion dollar commitment from the Fed,” said Swonk on CNBC’s "Squawk on the Street." “Home values appreciating, that’s something very important in this economy getting more legs and moving forward more rapidly.” (You can watch the interview here.)

So say mortgage rates could dip lower than the latest record, perhaps to around 3.25 percent. How does that help me? Does it boost my home price? (Read More: Will Fed's Mortgage Buying Juice the Housing Recovery?)

On the one hand, lower mortgage rates give potential buyers more purchasing power. “A 0.125 percent drop in rates adds 1.5 percent to your maximum purchase price (given all the other fees),” according to Dan Green at Waterstone Mortgage. “Assuming a mortgage payment of $1500, that’s the difference between $404,800 and $411,000-ish.” So that is how much more house you can buy. If people can buy more house, then perhaps home prices will rise.

But as we’ve noted so many times before, the great low rate doesn’t mean anything if you can’t qualify, if you don’t have the down payment or credit scores to get it.

“Instead, the underlying improvement in housing demand is still very reliant on cash buyers and investors,” notes Paul Diggle of Capital Economics, who does not believe mortgage rates will fall dramatically. “Admittedly, low bond yields and savings rates more generally are probably playing a part in the strength of investor demand for housing.”

Lower rates could cause a boost in refinances, but so many have already refied at record low rates that it would take a pretty large drop to lure more in, given the fees and hassle involved. And of course negative equity keeps millions of potential refinancers out of the game. The government’s refinance program for underwater borrowers (HARP) has helped over half a million borrowers get lower rates since the beginning of this year, but unless you have a Fannie Mae or Freddie Mac [FNMA  Loading...      ()   ] backed loan, you’re not eligible.

There is a push by Democrats in Congress to expand the government’s refi program, and lower mortgage rates could help more Republicans come on board, but that is unlikely to happen before election day. (Read More: Wealthiest Counties Rake In Government-Backed Mortgages)

“To ensure as many voters as possible can benefit from this, we believe there will be another push to enact HARP expansion legislation during the lame duck session that will start after the election,” says Jaret Seiberg of Guggenheim Partners. “Lower mortgage rates only matter if people can refinance and plow that extra cash into the economy. Given that as many as a quarter of borrowers may be underwater, the HARP is the way to translate the Federal Reserve’s effort into economic stimulus.”

It is hard to say now just how low rates will go and just who will be able to benefit from lower mortgage rates. In today’s tricky housing recovery, so dependent on investors and so sensitive to a still-swollen pipeline of foreclosed properties and delinquent loans, mortgage rates are just one piece of the recovery puzzle.

Riki & Allen's Texas-Modern Remodel House Tour

Grab a margarita and join Riki, Allen, and Dango (their dog) as we tour their beautiful, inviting, art-filled, remodel. Relax in the bright, open floorplan; enjoy some impressive hill country views; and dip your toes in the infinity-edge pool. It's going to be fun.

Riki and Allen purchased a quaint one-bedroom, one-bath home tucked away in the Austin hills several years ago. The location was perfect, and they knew with the right architect and design it could be something truly grand. Fast-forward six years, an inspiring Dwell article, and architect Jay Hargave later and the space is now the spectacle it is today.

The original home is still intact — containing the kitchen, Riki's graphic-design workspace, and a grand room adorned with beautiful Morrocan pendant lights. They continued to live in these quarters as their brilliant addition was being constructed. Allen mentioned that choosing a design/build firm like Cottam Hargrave was important because it minimized the chances for the blueprints to be misinterpreted.

The realized vision is fantastic. The house is framed by walls of glass that welcome in rays of natural light and flow into large open rooms that are distinctly modern. Riki and Allen's rustic and earthy touches give the space a warm and relaxing atmosphere. The modest living area is where some epic Karaoke performances take place, complete with guitars and a digital mixer they hook up to their Macbook Pro. Just ahead is their window office, where they greet passers-by or cozy up with a good book from their bookshelf. Every room has a view of the hills, and every wall has interest — displaying photographs or artwork they've collected.

The Skinny: Inspired by the Dutch Colonial country estates in the hills outside Cape Town, South Africa, this Montecito mansion, known as Constantia, was designed by Chicago-based architect Ambrose Cramer as a wintertime escape for one of his Windy City patrons, the Meeker meatpacking family. Over the years since its completion in 1931, the magnificent structure passed to other local notables, like architect Jack Warner and philanthropists Stewart and Katherine Abercrombie, who are said to have hosted the Dalai Lama here on one of his American tours. The current owner, who purchased the property in 2006, has conducted an exacting renovation of the 9,800-square-foot main house and the sprawling Lockwood de Forest, Jr.-designed grounds. That must have been quite a reno, because now that very same owner is asking $17.5M, a solid $10.5M more than he or she paid back in '06. Regardless of the profit margin, this place has undeniably been restored to the standard that earned it a place in a 1979 issue of Architectural Digest.

That seems a little unnecessary considering Portland is just a half hour away by car and Beaverton, chock full of Nike execs, is even closer.
