Should the city weigh in on art funded by private developers? The San Francisco Arts Commission is proposing that all public art funded by developers downtown will need to be approved. For the past 25 years, developers downtown have been required to spend at least one percent of their construction budget on public art, but the Commission is trying to ensure that all public art is "high quality and easily accessible to the public." They've declined to state examples of art that wouldn't have passed this test, and critics have already noted that developers share their plans with the city in advance. So what gives?
